Revised Constitution of Turkmenistan to take effect on January 1
Today, central print mass media of the country published the text of the Constitution of Turkmenistan with the amendments approved by the Mejlis and adopted by Khalk Maslakhaty (People's Council) of Turkmenistan on October 24-25.

In fact, amendments were made to Article 53 (Section III, System of authorities and government in Turkmenistan; Chapter 2. The President of Turkmenistan). The original version of this article read: "A citizen of Turkmenistan of Turkmen nationality, born in Turkmenistan, over 40 and under 70 years old, fluent in the state language, permanently residing in Turkmenistan for the last 10 years and working in state structures, public organizations or sectors of the national economy, who gained high authority, qualified to be elected and nominated by Khalk Maslakhaty of Turkmenistan, who can participate in elections of the President of Turkmenistan and be elected the President of Turkmenistan, can be elected the President of Turkmenistan."

According to a revised version, this article reads as follows: "A citizen of Turkmenistan, born in Turkmenistan, over 40 and under 70 years old, fluent in the state language, permanently residing in Turkmenistan for the last 15 years and working in state structures, public organizations or sectors of the national economy, who gained high authority, qualified to be elected and nominated by Khalk Maslakhaty of Turkmenistan, who can participate in elections of the President of Turkmenistan and be elected the President of Turkmenistan, can be elected the President of Turkmenistan.

Amendments were also made to Article 79 of the same section (Chapter 5. Local authorities) which now reads as follows: "Hyakims are representatives of the President of Turkmenistan, the head of state, in the provinces and are accountable to him. Hyakims of provinces, regions and towns are elected by the open simple majority vote at the sessions of provincial, regional and town Khalk Maslakhaty. The original Constitution had this article in the following version: "Hyakims are representatives of the President of Turkmenistan, the head of state, in the provinces, appointed and dismissed by the President and are accountable to him."

In accordance with the Constitutional Law of Turkmenistan "On making amendments to the Constitution of Turkmenistan", signed by the chairman of Khalk Maslakhaty of Turkmenistan, President Saparmurat Niyazov, the Constitution of Turkmenistan (revised version) will take effect on January 1, 2006.
